THE PUBLIC POLICY OF LAND REGULARIZATION AS AN ALTERNATIVE IN THE TREATMENT OF URBAN INFORMALITY TO PROTECT THE RIGHT TO HOUSING: A CASE STUDY IN THE MUNICIPALITY OF CONCEIÇÃO DO ARAGUAIA/PA

Abstract

The ongoing research project aims to guide the actions of the public power and the private sector, in order to ensure regular access to housing in the municipality of Conceição do Araguaia/PA, through a case study in the Vila dos Pescadores settlement. Its general objective is to analyze the necessary articulations of the instruments of urban and environmental policies for the feasibility of land regularization programs for informal settlements; and, as specific objectives, to understand how land title regularization can contribute to regional development, promote land regularization actions, and gradually transform the unequal reality in the municipality of Conceição do Araguaia/PA. It is, therefore, an applied and exploratory research, with a quali-quantitative approach, which uses the inductive method. As for the methodological procedure, it makes use of bibliographical and documentary research, with field research based on data collection in public bodies, application of a questionnaire and conducting semi-structured interviews. To give theoretical support to the development of this work, will be used, among others, Alfonsin (2006); Dip (2016); Marrara; Castro (2019); Secchi (2014); Schmidt (2003); Zanette (2014). Thus, the execution of this project will demonstrate the possibilities and limitations of the land regularization procedure for irregular settlements, in comparison with the determinations of the respective public policy.
