Abstract

In this paper, the objective is to discuss the conformation role of a National Innovation System as responsible for planning Chinese development. Theories and conceptual discussions about National Innovation Systems seem not to follow the complexity of the Chinese development process. In this way, this article will discuss fundamentals ideas from different authors such as Nelson (1993) and Lundvall (2002, 2007) and how they support or not the analysis of the Chinese case. Jabbour, Dantas and Espíndola (2022) address complex dynamics, more linked to the role of the state that provides rationality to the Chinese National Innovation System. In this sense, analyzing this discussion about possible particularities of Chinese rationalization seems to be a key element for understanding the SNI performance in China. For that, the performance in indices such as WIPO, are used, as well as analysis of the SNI to co-relate economic growth, rationalization and state planning.
