DESENVOLVIMENTO LOCAL E CONTEXTO TERRITORIAL: PERSPECTIVAS PRÁTICAS

Resumo

Este artigo aborda o tema do desenvolvimento local e sua aplicação no contexto territorial. Apresenta as teorias do desenvolvimento local, incluindo a Teoria dos Ativos Comunitários, o Desenvolvimento Baseado em Ativos (DBA) e a Teoria dos Clusters ou Aglomerados Produtivos Locais. Em seguida, explora as perspectivas práticas do desenvolvimento local, destacando exemplos de boas práticas, estratégias de mobilização de recursos locais e experiências de sucesso. O artigo ressalta a importância da participação ativa dos atores locais, integração de setores da sociedade e uso estratégico dos recursos locais. Conclui-se que o desenvolvimento local é um processo dinâmico que requer adaptação contínua, análise cuidadosa do contexto territorial e busca por soluções inovadoras. O estudo contribui para profissionais, pesquisadores e tomadores de decisão interessados em promover mudanças positivas nas comunidades, visando a construção de sociedades mais justas, inclusivas e sustentáveis.

Biografia do Autor

Ricardo do Carmo Filho, Universidade Católica Dom Bosco

Graduated in Medicine from the Faculty of Health Sciences of the Federal University of Grande Dourados in 2009. Specialized in Internal Medicine, completing a medical residency at the State University of Campinas, and obtained certifications in Nutrition, awarded by the Brazilian Association of Nutrition, and in Sports Medicine, with a title from the Brazilian Society of Sports Medicine. His medical career is characterized by a strong commitment to health promotion and the prevention of chronic diseases, based on principles of health education and a constant pursuit of improvement.

From 2013 to 2018, played a role in the management of Ebserh, transitioning from operational management in the Medical Clinic Unit to tactical management in the Division of Diagnostic and Therapeutic Support, and finally to strategic management in the general direction/superintendency. During this period, honed his management skills, earning an Executive MBA in Healthcare Management from the Getúlio Vargas Foundation and a Black Belt certification in Lean Six Sigma. His management stood out for the creation of an Assistential Management Model, which incorporated tools such as Internal Regulation Core, Production Unit, Kanban, Dashboard, and Care Line.
In the context of a public health emergency during the COVID-19 pandemic, he served as a member of the Emergency Operations Center for the State of Mato Grosso do Sul, playing a crucial role in organizing and structuring beds in the Dourados macroregion, contributing to crisis management planning.

As a researcher, completed a master's degree in the Graduate Program in Health Management and Innovation at the Federal University of Rio Grande do Norte, where he focused on studying an innovative methodology and product for the development of clinical management based on Lean Six Sigma, as well as the application of continuous improvement concepts in healthcare. Currently, he is pursuing a doctorate in the Local Development Program at the Catholic University of Dom Bosco, with a focus on applying results-oriented management aligned with quality and healthcare efficiency.

Currently, as a manager, serves as an Auditor of Health Services for the State of Mato Grosso do Sul and is involved in the management of the Heart Hospital in Dourados. Additionally, works as a professor teaching Medical Semiology at the Faculty of Health Sciences at the Federal University of Grande Dourados.

Pedro Pereira Borges, Universidade Católica Dom Bosco

Pedro Pereira Borges is a qualified professional in Political Science, with a solid academic background and extensive experience. He holds degrees in Pedagogy and Philosophy from Universidade Católica Dom Bosco in Campo Grande-MS (UCDB-CG), as well as a degree in Theology from Instituto Santo Tomás de Aquino de Belo Horizonte (ISTA) and Università Pontifícia Salesiana di Roma (UPS-Roma). Additionally, he obtained his master's and doctoral degrees in Social Sciences from Pontifícia Universidade Católica de São Paulo (PUC-SP). Pedro currently works in the Graduate Program in Local Development at Universidade Católica Dom Bosco, where he plays a fundamental role in teaching and guiding postgraduate students. His expertise spans areas such as religion, identity, education, nation-state, and history. With strong research and analytical skills, Pedro is the author of relevant publications and academic works. He is proficient in Portuguese, English, and Italian, enabling him to engage in academic dialogues in diverse international contexts. As an active researcher, Pedro actively participates in national and international research groups, contributing to the advancement of knowledge in Political Science. His constant pursuit of academic improvement and collaboration with fellow researchers distinguishes him in the academic community.
